Lead lobbyist for business interests on landmark climate change legislation; represented homebuilders on Brownfields, construction defect and land use reform efforts, including SB 375 (Steinberg), SB 800 (Burton) Right to Repair Act and the California Land Reuse and Revitalization Act of 2004
One of the lead negotiators of the 2009 Delta Reform Act, 2009 Water Bond and more recent Water Bonds. Advocates for water agencies on the water supply, water conservation, groundwater, and other issues
Represents energy clients, including municipal utilities and renewable energy developers on renewable policies, transmission issues, climate policies, and on project development and permitting issues

Served as General Counsel to Lieutenant Governor Leo McCarthy and served as alternate on the State Lands Commission where he was one of the architects of California’s Oil Spill Prevention and Response Act
