Jeff is a Partner at KP. With over 30 years of advocacy experience, Jeff represents the firm’s environmental and business clients before the Legislature, the Administration and various regulatory agencies on a broad range of environmental and energy policy issues.

 Experience:

  • Leader of KP’s Green Chemistry/Safer Consumer Products Practice

  • Implementation of California's landmark climate programs in the industrial and electricity generation sectors

  • Implementation of the Community Air Protection Program (AB 617 [2017] requires development of new regulatory programs targeting localized emissions in disadvantaged communities)

  • Implementation of the Air Toxics Hot Spots Information and Assessment Act and local air toxics regulations

  • Toxic Air Contaminant listings

  • Proposition 65 listings

  • Implementation of the California Safe Drinking Water Act, including risk assessments for drinking water contaminants and development of regulatory standards

  • Site cleanup and vapor intrusion

  • Appliance Energy Efficiency standards

  • Pesticide risk management

  • Previously served as Director of Environmental Quality, California Manufacturers and Technology Association (CMTA)

  • Former regulatory advocate for the Western States Petroleum Association

  • Legislative and regulatory coalition building, management and deployment
